📦 Product Specifications – Bio-Compostable Laddu Covers

1️⃣ Size

• Before folding: 41 × 46 cms

• After folding: Width 24 × 46 cms (Length)

2️⃣ Capacity

• Suitable for 10 to 15 Laddus

• Must bear a minimum weight of 4 Kgs

3️⃣ Handle

• “U” shape handles

• Minimum handle width: 40 mm

• Side folding with printing on both sides

4️⃣ Thickness

• Not less than 50 microns

5️⃣ Properties

• Ghee, oil & moisture proof

• Completely waterproof

6️⃣ Odour

• Film shall be odour-free

• Should not impart any smell to the Laddus

🎨 Appearance Standards

• Uniform color, texture, and finish

• Free from pinholes, streaks, foreign particles

• No visible defects like holes, tears, or blisters

• Edges must be free from nicks and cuts (visible to naked eye)

🖨️ Printing Requirements

• Printing on both sides in food-grade ink

• Text to include:

  • “Tirumala Tirupati Devasthanams, Tirumala”

  • “SRI VARI PRASADAMU”

• Text to be printed in multiple languages as required by TTD

• Must include valid CPCB License No., QE Code, etc., as per norms

🧪 Technical & Safety Standards

• Migration limit: Not exceeding 10 mg/dm²
  (As per IS-10146 / IS-9845)

♻️ Compostable Film Requirements

• Made from PLA / PBAT-based material

• Completely food-grade & non-toxic

• Film must:

  • Dissolve in Dichloromethane

  • Convert fully into ashes upon burning

1. Experience certificate (minimum 1 year in last 3 financial years) with invoices

2. Firm registration certificate

3. GST registration

4. PAN Card & IT Returns (last 3 financial years)

5. Self-Declaration Certificate (Annexure-B)

6. Declaration accepting tender terms (Annexure-A)

7. 20 product samples + Annexure-C

8. Proof of past supplies to organizations (invoices / way bills)

9. Self-declaration of not being blacklisted

10. EMD payment proof (online)

🏭 Additional Mandatory Requirements

• Certificate proving the bidder is an authorized manufacturer

• Valid CPCB registration/license for compostable covers

• CIPET Test Report as per IS 17088:2008 / 2012 / 2021

• Latest NABL-accredited Lab Test Report
  (Not older than 2 months from tender publication)

Tests Required:

• Physical parameters (as per TTD specs)

• FTIR / DSC tests

• Dichloromethane solubility test

• Burning test (conversion to ashes)

• Migration test (IS-10146 / IS-9845)

⚠️ Reports older than 2 months will not be accepted.

💰 Financial Eligibility

• Minimum annual turnover: ₹2.00 Crore
  (Any one year in the last 3 financial years)

• CA-certified turnover statement required

• Proof of supplying 10 lakh numbers / 15,000 kgs of similar bio-compostable covers
  (Any one year in last 3 financial years)
